Weights and votes in european union: extension and institutional reform

František Turnovec

System of European Union institutions consists of the following bodies: Council of Ministers; Commission; European Parliament; European Court of Justice; Other institutions (Court of Auditors, Committee of Regions etc.). We can see, that a distribution of power, based on double-majority principle is closer to relative share of population and GDP than a distribution of power based on the votes only, and at the same time it is not eliminating an influence of small members. More detailed analysis of combination of simple majority voting with double majority principle will require development of software for evaluation of this specific concept of power in committees with more members.
